            <content:encoded><![CDATA[<p>I wonder if this was just overlooked, or if previously the signal was designed to react quickly to cars detected on the side street or was just very quick cycle length (I doubt it though this being the US).</p>
<p>Did you notice anything else regarding cycle length or phases when this happened?</p>
